The Presidential chief legal counsel Salvador Panelo announced today that if Congress is to have a long-standing discussion on the budget of the CHR, it is only good to give it to him and to the benefit of the Philippine National Police (PNP).
According to Panelo, if the Senate will fight and reinstate the P600 million proposed budget of the CHR, he still has the power to approve it if he approves it.
Panelo reminds that Duterte could veto any budget provisions so even if the P678 million is approved for CHR, it can still be left out.
But the legal counsel is hoping that this wake-up call will only serve the agency to do their mandate publicly.
